Regarding dogs in Norway and Sweden the rules are fairly the same. If a dog is very good under control of the owner it may go around without a leash. If not, the leash is mandatory all year. In Norway the leash is mandatory from 1/4 to 21/8. This applies to all dogs. Sweden does not have this, so a very obedient dog may be loose there all year.
In Norway all national parks are open for dogs, in Sweden all the big NPs in northern Sweden are closed for dogs except in winter 1/1to 30/4. You can forget about passing Padjelanta with a dog legally, the goverment (länstyrelsen or county management) will never allow it. Even I with a Border Collie that has a swedish passport and is extremely obedient does not have a chance. Noone has got such a permission the last 20 years at least, unless he is Sami and owns reindeer in the area.
If you walk along the border you must decide either to cross the glacier Blåmannsisen and walk on norwegian side until you are clear of the Padjelanta. You could also walk from Fauske to Rago instead of the glacier crossing, but thos is partly on the E6. The other alternative is to follow Kungsleden, the swedes allow dogs on that trail even the short distances it is inside the NPs.
